Hat sizing is not an exact science; One 2 year old can have an 18" head while another child the same age may have a 20.5" head!  So it is very important to measure!   
 
 
Circumference:
 
You will place the measuring tape just above the ears and measure around the circumference of the widest part of the forehead.  The number in "inches" will be the Circumference Measurement.
 
It is best to order the hat size 1" to 1.5"  SMALLER than actual head circumference.

Newborn:        13" x 5"  (fits up to 14 1/2")
0-3 Months:    14" x 5.5” (fits up to 15 1/2")
3-6 Months:    15" x 6”  (fits up to 16 1/2")
6-12 Months:  17" x 6.5” (fits up to 18 1/2")
12 Months - 3 years:    18" x 7”  (fits up to 19 1/2")
4-10 Years:   19" x 7.5”  (fits up to 20 1/2")
